Update of postal services

Hotfix released for Israel Post!

Totally 4 postal services have been updated: Kuwait Post (kw_post), Korea Post (kor), Belorussia Customs (bel_customs), Israel Post (isl, isl_he)

Also added 1 new service: EQT (cn_eqt) - China

In the previous update, the French Post (fr_lap) and Colissimo (fr_colissimo) services did not work in the mobile version. This hot update fixes these services. Were also improved post of Ireland (ie_post) and J-Net (cn_jnet) .
